The Government of Vietnam officially launched a new online tool for foreign investors: Vietnam.eregulations.org

Vietnam.eregulations.org is an online step-by-step guide for foreign investors describing how to set up a business in Vietnam. It reflects procedures from the user’s point of view, as they are applied in practice.

The vietnam.eregulations.org portal gives access to guides in 7 provinces (Binh Dinh, Da Nang, Hai Duong, Ha Noi, Ho Chi Minh City, Phu Yen, Vinh Phuc) for the following procedures:

  • Company creation with office or land lease
  • Construction permits
  • Business cooperation contract
  • Amendment of investment certificates
  • Company re-registration and Company conversion.

eRegulations Vietnam promotes public awareness of rules and procedures and stimulates public-private dialogue. Users can contact the officers in charge of procedures and also send complaints, report misconduct and propose simplification ideas through the system.

Thanks to this effort, Vietnam is now listed and ranked among the best in the Global Enterprise Registration portal, which lists official business registration websites worldwide and rates each website’s user-friendliness.

LAUNCHING eREGULATIONS VIETNAM: TOTAL TRANSPARENCY IN FOREIGN INVESTMENT PROCEDURES

The Ministry of Planning and Investment has introduced on June, 29th a new tool for foreign investors: Vietnam.eregulations.org. This portal is an online step-by-step guide on procedures to set up a business in Vietnam. It is an important step in Vietnam’s efforts towards integrity and accountability of public agencies.

This national portal gives access to step-by- step guides in 7 provinces (Ha Noi, Ho Chi Minh City, Phu Yen, VinhPhuc, BinhDinh, Da Nang, Hai Duong) for the following procedures: Company creation with office or land lease, Construction permits, Business cooperation contracts, Amendment of investment certificates, Company re- registration and Company conversion.

eRegulations Vietnam reflects procedures from the user’s point of view, as they are applied in practice. For each step of the procedure, it provides up-to-date and comprehensive information on where to go, who to see, which documents to submit, which documents you should receive, how much to pay, the duration of the step, who to contact with complaints or feedback and the legal justification of the step.

eRegulations Vietnam promotes awareness of rules and procedures and stimulates the public-private dialogue. Users can contact the officers in charge of procedures and also send complaints, report misconduct and propose simplification ideas through the system.

The eRegulations Vietnam portal is an effective step for the government of Vietnam to increase the transparency, integrity and accountability of public agencies. While Vietnam is an attractive destination for investors, the country is sometimes associated with cumbersome procedures and opaque bureaucracy. eRegulations Vietnam provides a hands-on tool in Vietnam’s efforts to fight corruption.

Vietnam.eregulations.org also allows comparing procedures among provinces, making it easier to identify best practices, to detect unnecessary steps and requirements and to streamline and harmonize procedures.

Already 27 countries worldwide are using the eRegulations system. Vietnam is the first country in Asia to join this international network of transparency on investment rules and procedures, developed by UNCTAD.
