About

Howard currently acts as a private consultant for foreign companies in corporate development and governmental relations, and is based out of HCMC and Nha Trang. He has lived and worked in Vietnam developing foreign invested businesses since 1992, and was a foundation member of AusCham in Vietnam, having been on the formation committee in Hanoi prior to relocating to NhaTrang in 1995. He subsequently transferred his membership to the HCMC Chapter. Howard has been responsible for taking several governmental delegations to Australia and USA. He has been instrumental in assisting several Australian and other foreign companies into business in Vietnam. He was appointed Asian General Manager for Portman Mining Limited and based in Hanoi from 1992 till 1995 and concurrently was Chief Representative for ANZOIL NL for the successful negotiations of the onshore/offshore Oil and Gas Production Sharing Contract (exploration) with Petro-Vietnam in the Hanoi basin. In these two positions he dealt extensively with the higher end of the Vietnamese government. In 1995 Howard relocated to NhaTrang where he gained Ministry of Defence and Prime Ministerial approvals for sea leases and developed Vietnam’s first pearl hatchery and farm (NhaTrang Pearls Limited). Over time he gained approvals for over 1000 hectares of sea leases in Van Phong Bay, north of NhaTrang. Howard short term ventured into the edible oyster industry, resulting in his arranging a technology transfer associated from Rutgers University in USA into Vietnam Ministry of Agriculture and Rural Development (Fishery Research Institute division) for the natural production of tetraploid and triploid oysters, a process to ensure oysters are “fat” all year round. Howard’s latest significant venture has been the successful obtaining of government approvals to establish Australis Aquaculture Vietnam Limited and its 100% owned subsidiary (Australis Development Limited), setting up a Barramundi sea based production farm. Howard’s governmental relationships have proven invaluable in obtaining approvals for 200 hectares of sea surface and land for the development of infrastructure and the successful purchase of another FDI company and merger into Australis. Howard serves as Deputy General Director and is on the Board of Management.
