On 26 November 2014, the Ministry of Information and Communications issued Circular 18/2014/TT-BTTTT guiding Decree 187/2013/ND-CP on import of radio transmitters and radio transmitter-receivers. The key points are as follows:
– An application for a permit to import radio transmitters and radio transmitter receivers must include commercial invoices and contracts as supporting documents.
– An import permit will be issued within 7 working days following the date receipt of all required application documents.
– Some types of mobile phones (except satellite mobile phones) are exempt from import permit including: those carried by passengers in their hand-carried luggage or accompanied/unaccompanied checked-in luggage; those imported by post or international delivery service for personal use; those temporarily exported for warranty services, repairs or replacement.
Circular 18 also prescribes the list of radio transmitters and radio transmitter-receivers (classified by 8-digit HS codes) which require an import permit. Presumably, an import permit is not required for those which do not fall in this prescribed list. Circular 18 will be effective from 16 January 2015.
