Member Invitation: Inter-Ministerial Dialogue on Human Resources, Tax and Customs_Friday, 14 August 2026

AusCham Vietnam is pleased to invite all members to participate in an upcoming inter-ministerial dialogue addressing key human resources, tax and customs matters affecting the foreign-invested business community. 

In response to shared concerns and recommendations raised by Vietnam Business Forum (VBF) Chambers and their member companies, the VBF has worked closely with the Ministry of Finance to facilitate this important dialogue with relevant government authorities.

Language: English with simultaneous Vietnamese interpretation
Chair: Leadership of the Foreign Affairs Agency, Ministry of Finance

Representatives are expected from:

  • Ministry of Finance, including the Foreign Investment Agency, Tax Department and Legal Department;

  • Ministry of Home Affairs, including the Department of Employment, Legal Department and Social Insurance Department;

  • Ministry of Justice;

  • Office of the Government; and

  • Ministry of Public Security.

Key Discussion Areas

Session 1: Draft Decree Replacing Decree No. 219/2025/ND-CP

The first session will examine practical issues anticipated in implementing the draft Decree replacing Decree No. 219/2025/ND-CP. Particular attention will be given to intra-corporate transferees and the interaction between labour, tax, social insurance and investment regulations.

Session 2: Regulatory Framework for Labour Outsourcing

The second session will consider recommendations to enhance the regulatory framework governing labour outsourcing, with a focus on responding more effectively to businesses’ operational needs in an evolving labour market and global supply-chain environment.
