The Ministry of Agriculture and Environment calls for comments on draft Law on Environment Protection - Deadline 24 July 2025

The Ministry of Agriculture and Environment (MAE) is seeking public comments on the draft amendments to the 16 laws in the areas of agriculture and environment. 

With respect to the Law on Environment Protection, the Draft proposes amendments and supplements grouped into 3 key areas: 

  1. Organizational restructuring to align with 2-tier administrative system;
  2. Reduction of investment and business conditions as well as administrative procedures; and
  3. To address practical implementation issues, such as:
  • Business conditions for consultancy units preparing environmental impact assessment report;
  • Regulations on the authority to issue environmental permits;
  • Reissuance of environmental permits;
  • Discharge of wastewater into irrigation works;
  • Roadmap and proportion of imported scrap materials used as production inputs;
  • Responsibility for appraising greenhouse gas (GHG) emission reduction results for sectors and facilities subject to GHG inventory;
  • Issuance of the list of substances banned from production, import, and export, as fully phased-out under the Montreal Protocol;
  • Lack of legal framework to ensure the stable operation of the carbon market; etc
