VBF_Urgent request for Inputs on Impacts of Proposed U.S. Tariff Policy – Deadline 14 July 2025

The Foreign Investment Agency - Ministry of Finance (FIA - MOF) is urgently seeking feedback from the business community to assess the potential impacts of the United States’ proposed tariff measures and to formulate appropriate response strategies.

According to public statements made by President Donald Trump on July 2, the U.S. is considering imposing:

  • 20% tariff on all exports from Vietnam, and

  • 40% tariff on transshipped goods.

In exchange, Vietnam is expected to commit to 0% tariffs on U.S. exports, including automobiles.

In light of this, Vietnam Business Forum (VBF) kindly request each Chamber to provide inputs on the following points as applicable to your members:

  1. Assessment of the potential impact of the proposed tariffs on investment climate and operations of FDI enterprises;

  2. Forecasts regarding FDI trends (registered/disbursed capital, new projects, capital adjustments, etc.);

  3. Projections of potential shifts in FDI flows by sector, geography, and investor countries;

  4. Potential changes in the FDI sector’s contribution to Vietnam’s economic growth and exports to the U.S.;

  5. Recommendations on possible policy responses to mitigate the adverse effects on FDI and business operations.
