Enhance higher level of Social distancing under Directive 16

Enhance higher level of Social distancing under Directive 16

1. Objectives: Blockade and control the spread of the epidemic; maintain and expend the safe areas; control the spread of high-risk areas.

2. Focus on these following directions:

2.1 More Propaganda

2.2 Strengthen higher level of social distancing: between an individual to another, family to other family:

- Isolated area: only able to go out when having medical emergency, buying grocery in isolated area twice a week (using ticket issued by local authority). For those high risk areas, authority arrange to deliver essential items to each family in the area.

- In quarantine area: must stay in the room, follow regulation, no contact with others except medical officers.

- Those families having F0 and F2 cases: self-quarantine at home following instructions of Health Dept, absolutely must not go out (only due to medical emergency), food and essential items will be provided by local authority.

- Those places/ families in small alleys: strictest level of social distancing between individual with another.

2.3 Allow less industry groups to be able to operate:

- Stop temporarily production and business activities of construction works and traffic works.

- Bank and stock: allowed but need to have high and strict preventive measures (assign shift).

- Tighten business operations: only essential service business are allowed to operate; such as hospital, pharmacy, meals for hospital/ quarantine area, electricity, water, gas, funeral service, and any other essential services are approved to operate.

- Others: need to follow condition "Stay - Eat - Work at one place" or "One road/Route - 2 locations".

- For spontaneous market: be able to operate with new model.

- At police stops in HCMC: only allow official vehicle, transportation for goods with QR code management, personal vehicle of Government office, planned transportation for workers coming back home towns.

3. Implementation: All Departments, Ministries and other committees from local to government level commit to follow and control the Directive 16.
